Summary:
Responsible for the overall planning and management of PSD teams including training, staffing, hours worked, client interface, identifying future business opportunities and addressing internal issues before they can impact on the client whilst keeping the Country Manager informed. Generate revenue to meet corporate target as a minimum.

Experience And Knowledge:
At least 10 years Military experience, ex Senior NCO or Warrant Officer
At least 3-5 years’ experience gained in a leadership commercial sector within an austere environment such as Iraq/Afghanistan/Africa
Fluent English.
Job Specific Competences:
Close Protection Qualification/Hostile Environment Training Essential
Formal education in Project Management or equivalent
Recognised Health and Safety Qualifications
Well-developed English oral and written skills.
Decisive with problem solving and analytical skills
Computer literate with knowledge of MS Office applications
Effective time-management skills
Well balanced interpersonal and client focussed skills
Understanding the commercial environment and the opportunities for new business.
Understanding the functions of a Corporate Head Office.
Ability to multi-task and prioritise in quick pace environment.

Key Accountabilities
Operations:
Manage all elements of current business operations running in operationally, administratively and logistically.
Ensure the smooth and effective management of Operations and PSD teams. Maintain operational oversight and control of all checks and planning requirements pertaining to quality and auditing.
Oversee the management of workplace Health & Safety, ensuring that Risk and COSHH assessments are carried out and updated according to legislation, as well as having a proactive approach to the health and safety of clients and employees with regard to training and awareness.
Collate OPs reports and provide to the Country Manager a summary daily report.
Ensure staff are trained including on-boarding and project overview induction. Oversee the contractual training requirement meets the specified standard.
BUSINESS DEVELOPMENT (BD)
Manage clients positively to ensure that Hart’s performance on current contracts is fully compliant and is meeting client expectations in all respects. Actively seek feedback on performance and new opportunities.
Contribute to and support Somalia’s BD Plan – follow up local business opportunities in support to the Country Manager.
Contribute to proposal writing process as required – likely tasks being production of CONOPs, site reconnaissance, threat assessments and provision of advice on logistic requirements and local knowledge.
Ensure the project meets 100% manning and billing.

Manage all financial transactions in accordance with Hart Financial Instructions – particular attention is to be paid to the handling of and accounting for cash.
Ensure that cost effectiveness is a key driver within all business activities.
Monitor cash flow closely and forecast problems in good time.
Oversee the financial aspects of projects within your area.
Ensure all financial reports, records of income and expenditure are produced in a timely fashion.
HR AND ADMINISTRATION
Prepare Job Specifications on behalf of the Country Manager or HR for all project positions.
Manage individual and team performance which is not limited to: informal and formal feedback sessions, succession planning, performance reviews, and discipline meetings.
Direct and manage programme of work for Hart’s staff within your domain, ensuring that a leave programme is properly managed. Liaise with the Travel Manager for travel itineraries.
Ensure staff are trained and qualified for their role
Ensure that staff are managed in accordance with the policies.
Ensure Local National administration is maintained and communicated with the HR Manager to ensure compliance of ISO and labour laws.
LEGAL
Ensure that all Hart commercial operations are conducted within national and international laws and regulations and, additionally, in accordance with the principles laid down in the International Code of Conduct for private security companies.
Liaise with Head of Legal on all legal issues to seek guidance and maintain synergy between country activities and corporate intent.
Manage all financial transactions in accordance with Hart Financial Instructions – particular attention is to be paid to the handling of and accounting for cash.
