Role Overview:
The Program Security Manager is responsible for risk assessment and operational security of all mining operations in Kenya, through security strategy, capacity building and oversight.
To plan proactively to identify and address emerging threats and situations and ensure personal and physical security are delivered to accepted standards.

Duties And Responsibilities:
1. Develop and maintain the security architecture
To develop the security department’s long-term strategy
To develop cross functional working relationships to ensure inclusion and participation
To establish support and buy in for security co-planning from management

2. Provide oversight for all aspects of security at the mine, port sites and field operations locations.
To work with the Valar team, government security agencies and security networks to remain cognizant of the national and local security environments and changing requirements.
To be the single point of contact for security requirements and act as the SME for decision makers.
To build policies and procedures for how the security department operates.
To maintain oversight of security for field operations .

3. Develop and mentor the security team
To develop capable team members.
To ensure the team remains highly trained and well-motivated
To mentor and share knowledge and experience
To identify and facilitate relevant internal and external training
To provide a role model consistent Leadership behavior in accordance with the Team Leadership/Team Membership (TL/TM) model.
To hold reports to account for team membership behavior consistent with the TL/TM model
To ensure the team maintains a current understanding of security industry trends and developments in the extractive sectors.

4. Guide Capacity Building
To build the existing security training program into a comprehensive capacity building plan consistent with standards and expectations.
To develop training matrix to track staff’s individual and professional training.
To ensure each team member has a personalized growth strategy mapped out.
To identify core training requirements for each role within the security department.
To build capacity within the department to enable the succession of national staff into management positions.

5. Lead in security risk assessment and advisory functions
To ensure that security risk matrixes are complete and updated in the correct format.
To ensure that all projects on and off site are supported by risk assessments and adequate mitigation measures
To ensure that all departments understand the security risk assessment function and apply the principles to their work.

6. Lead Investigations
To ensure all incidents are identified and recorded.
To provide oversight to ensure all investigations are carried out to standard and well documented.
To ensure that the results of investigations are quickly and effectively communicated to management.

7. Guide development of a strong the culture of security
To ensure that all personnel are aware of the function of security and the role it plays in enabling the success of the company and the safety of its personnel.
To ensure that head of departments are kept well informed of emerging threats and measures in place to protect personnel and assets.
To ensure that all personnel see Security as a partner and a resource and are equipped to identify and report security risks and threats.
To ensure that all head of departments feel well supported and see security as a essential partner in the planning of their activities.

8. Provide oversight for third-party contract management
To effectively review third party security contractors.
To ensure contractors are compliant with all deliverables.
To continuously monitor and evaluate performance
To engage and deliver post relevant training ensuring the highest standards of service delivery.
To monitor value for money
To ensure all non-compliance issues are raised and documented.

9. Maintain benchmark status and ISPS compliance at the port facility
To ensure that the port maintains its benchmark status with port authorities
To work with the Port Facility Security Officer to engage key stakeholders to educate and inform regarding maritime security
To work with the port facility to ensure regular drills and exercises are completed to acceptable standards.
To ensure engagement with government agencies in and around port is maintained.

10. Guide Planning & administration
To ensure the client is guided by strong and concise security policies
To ensure realistic standard operating procedures are produced for the security department.
To ensure documentation is current and appropriately utilized.

11. Ensure that security meets world standards for crisis management and human rights
To ensure that the department is well trained on all aspects of the Crisis Management Plan.
To develop and deliver CMP training to General Managers and heads of departments
To ensure all crisis management infrastructure is in place
To serve on the crisis management team
To ensure that rules of engagement with government security are well communicated and adhered to
To lead the development and delivery of VPSHR program,

QUALIFICATIONS
Education: Master’s Degree or professional training in security management or a related field
Professional Certification: Certified Protection Professional (CPP)® and Certified Security Project Manager (CSPM®), or similar
Security Management: A minimum of 10 years of progressive security management experience with a combined total of 15 years of experience in the security industry
Project Management: Project Management Professional (PMP)® certification or the equivalent of 3 years of project management experience
Awareness of the current political and economic landscape in Kenya
Experience in partnership with Community Relations and working with community-based security
Proven ability to work well with and mentor local nationals in developing countries
Experience working with the international community
Experience in static and dynamic international security programs
Excellent overall communication skills, including experience writing and reviewing security policies, procedures, and plans
A high level of resilience and drive, along with the ability to be flexible and adapt to change as required and work in highly pressurized security situations
Excellent political judgment, responsiveness, and ability to provide leadership and support for security-related emergencies, including being seen as a credible source of advice
Fluent in both written and spoken English
Computer skills (i.e., Microsoft Word, Excel, PowerPoint)
